Longhua brings AI into government auditing

Longhua District is applying artificial intelligence throughout the government audit process, making it the first of its kind in Shenzhen and expanding the district’s use of digital technology to improve public governance.


The Longhua District Audit Bureau is upgrading its smart audit management system from a data-based platform to an AI-assisted system. The technology will support auditors in identifying risks, reviewing documents and tracking corrective action more efficiently, while auditors remain responsible for examining evidence and making professional judgments.


The upgrade builds on the district’s smart audit management system, which went online in early 2023. The platform supports the digital management of audit projects across the district, covering project administration, audit procedures, review and follow-up. Audit findings have contributed to the introduction or improvement of more than 200 rules and institutional measures.


The upgraded system combines a dedicated AI platform with two specialized databases containing previous audit documents, laws, regulations, policy documents and data used to investigate potential audit issues.


Four applications cover key stages of audit work. The system can help prepare and review audit documents, recommend relevant regulations and detect textual errors. It can also analyze corrective action, identify recurring problems and answer questions about policies, risks and audit methods.


For preliminary screening, the system can flag potential contract compliance issues, unusual procurement prices and construction projects that exceed approved budgets.


Longhua is also making mature intelligent screening models and self-assessment tools available to government bodies across the district. The tools are intended to help them understand policies, identify risks and apply relevant standards in advance, strengthening coordination between auditing and internal controls.


By creating a cycle linking audits, corrective action and broader improvements, Longhua aims to extend oversight from post-event accountability to early warning and intervention while activities are underway.


The intelligent audit upgrade is part of Longhua’s broader digital and AI transformation and is intended to translate technological advances into more effective public governance.
